The Foundation University Library, formerly known as the Foundation College Library, commenced operations in 1949, the same year the University was founded by Dr. Vicente Guzman Sinco. Initially serving a student population of approximately 200, the library housed books and other library materials in rented quarters within a building presently occupied by Chowking, located along the former Calle Alfonso XIII Street, now Governor Mariano Perdices Street, in Dumaguete City.
In 1969, the library finally established its permanent home in a magnificently designed three-storey edifice situated on the eastern portion of the Main Campus along Dr. Miciano Road, Barangay Taclobo, Dumaguete City, Negros Oriental.
