FU@77: From a Patriotic Dream to a World-Class Institution

In 1949, while the Philippines emerged as Asia’s first democracy after the Second World War, a simple college opened its doors in Dumaguete City. Armed with nothing but fierce patriotism and an unyielding belief in the Filipino youth, Dr. Vicente Guzman Sinco established Foundation College. He envisioned a uniquely Filipino institution; one where young minds, regardless of their economic background, could unlock their potential and become the shakers and movers of the world.
Foundation College started with just one building. Due to a growing student body, the board of trustees acquired a parcel of land near the Banica River. This site would eventually become the university’s vibrant main campus.
Today, Foundation University celebrates its 77th year, and it has blossomed into a sprawling, technology-centered hub of global excellence. While the university has transformed dramatically from its humble college days, it remains anchored to the same promise Dr. Sinco made decades ago: to make high-quality, life-changing education accessible to all.
To understand the soul of Foundation University, one must first look at its founder. Dr. Sinco was a man of extraordinary intellect and influence. Born of subservient and underprivileged means in Negros Oriental, he rose to become a renowned expert in education and constitutional law, advising four Philippine presidents - Sergio Osmeña, Elpidio Quirino, Ramon Magsaysay, and Carlos Garcia. In 1945, he represented the Philippines as a signatory to the United Nations Charter, and later served as the eighth president of the University of the Philippines from 1958 to 1962, during which he famously reshaped the university code and introduced the general education program.

Yet, despite his towering national and international achievements, Dr. Sinco’s heart always belonged to the provinces. Having witnessed the atrocities of World War II, he believed that the true reconstruction of the nation lay in the minds and characters of its youth.
He established Foundation College as a non-stock, non-profit, and non-sectarian institution. He once declared:
“We want to educate men and women whose only passport is intellectual competence; whose pursuit is excellence of mind, body, and character; and whose quest is for freedom and truth.”
The journey from a modest college to a landmark institution was fueled by a relentless pursuit of academic excellence and the sincerity of purpose, achievement, and performance. Even in its early years, the institution captured international attention. In 1963, six years before it would even achieve university status, Foundation College became a member of the prestigious International Association of Universities based in Paris, France.

Recognition from the homeland followed soon. On January 28, 1969, the Department of Education officially granted the college its university charter. The government bestowed this honor not just for its growth, but in deep appreciation of the institution’s superior instructional facilities, the high quality of its graduates, and the consistent teaching excellence of its staff. Foundation College officially became Foundation University.
Now, in its 77th year, the university’s story continues under the leadership of third-generation president Victor Vicente “Dean” Sinco. President “Dean” Sinco carries his grandfather’s torch forward while ensuring that the university and the province of Negros Oriental remain competitive in a rapidly evolving digital world.

Today, Foundation University is considered to be Dumaguete City’s “Silicon Grove.” The campus has transitioned into a premier technological hub that produces the next generation of innovators. By fostering freedom of thought, critical thinking, and hands-on experimentation, Foundationites are already dominating the tech landscape.
Recently, Foundationites bagged gold medals for Autonomous Mobile Robotics and Cybersecurity at the TESDA Negros Island Region (NIR) Regional Skills Olympics, earning the honor of representing the entire region at the national level.
Modern progress never replaces moral purpose. Through the university’s Technology, Environment, and Entrepreneurship (TEE) course, a required elective across all degree programs, students learn to balance modern tools with social responsibility. As the founder, Dr. Sinco once said:
“The improvement of educational standards and the test of sound educational performance inevitably involve the development of discipline and character.”
While we are proud of our technological advancements, we are also recognized for our environmental consciousness. Foundation University is a living, breathing green school. The balance between progress and preservation is visible in the very walls of the campus. Lush ivy blankets some of the walls of its buildings, creating a natural cooling system that blends the structures seamlessly with the environment.

The green philosophy runs much deeper than the foliage. Harnessing the power of the tropical sun, the university actively utilizes solar energy to power its facilities. This transition to clean, renewable energy reduces the institution’s carbon footprint and saves the university millions each year.
The Department of Environment and Natural Resources (DENR) named Foundation University one of the five national champions in the Search for Sustainable and Eco-Friendly Schools in the Philippines, making it the only higher education institution in the entire Visayas region to earn this distinction.
The celebration of Foundation University’s 77th year is defined by more than just historical legacy. This year marks a new era, celebrating a monumental global milestone that elevates its status from a local sanctuary of learning to a world-class contender.
The university has officially secured the prestigious ISO 21001:2018 certification, operating under the specialized Educational Organizations Management System (EOMS) framework. This is not just a badge of honor; it is a validation of quality.

To earn this international benchmark, Foundation University underwent a rigorous, multi-month audit. External global registrars thoroughly evaluated everything from campus operations and administrative workflows to curriculum design and student support services. The certification spans the Foundation Preparatory Academy’s early childhood to tertiary education and Foundation University’s Law School and Non-Baccalaureate and Graduate programs.
The global footprint is further highlighted by Foundation University’s numerous international partners, such as Skilio Pte Ltd in Singapore, Guangdong Industry Polytechnic (GDIP) in China, O.P. Jindal Global University (JGU) in India, Make A Difference (MAD) Courses in London, and Asian Institute of Technology (AIT) in Thailand. Our leaders recently went to China and established partnerships with four universities in Guangdong Province. Through these partnerships, students and faculty get access to global networks, international research opportunities, intercultural learning, and professional exchange.

Aside from the international standard seal and global partnerships, Foundation University was also recently included in the 2026 Times Higher Education (THE) Sustainability Impact Rankings. This global ranking reflects our commitment to promoting sustainable development through quality education, community engagement, research initiatives, institutional integrity, and collaborative partnerships.
By leveraging international connections and combining them with hands-on exposure, the university produces experienced, industry-ready graduates capable of solving complex, real-world problems. This is proven by our institutional board exam passing rates consistently surpassing national averages and the latest exceptional top-ranking finishes in the 2026 Certified Industrial Engineer exams, where we had two topnotchers.
What started as a single building fueled by one man’s patriotic dream is now a globally recognized, ISO-certified, technology-driven powerhouse. Foundation University stands as living proof that when you build an institution on the values of commitment, integrity, service, and excellence, your grandest visions will endure.

As we look back at 77 years of tradition and transformation and pay tribute to the man who started it all, we do not just celebrate history; we ignite the future. Together, let us continue to break barriers, protect our planet, and educate the leaders of tomorrow.
